GOV.UK says anyone who had a test booked would have had this automatically cancelled by the DVSA with road users getting a full refund.
A DfT study into the new proposals found 64.9 percent of respondents agreed or strongly agreed with the idea to scrap tests.
Despite this, one quarter still said they strongly disagreed with the new proposal.
Over half of those questioned said some drivers would continue to want to take training even if this was no longer mandatory.
